FPR and Discover Puerto Rico, the Destination Marketing Organization (DMO) for Puerto Rico, are two distinct legal entities which collaborate for the shared mission of transforming Puerto Rico into a destination of the world. FPR’s research and public policy efforts lead a multisectoral group that advocated to pass the law that created the DMO, a non-profit entity, in 2017. Discover Puerto Rico is the official name of the Puerto Rico DMO.
Foundation for Puerto Rico is funded by private donations from individuals and philanthropic organizations, and some of our programs have been or are currently funded by federal grants. Read below for further details.

Currently, Foundation for Puerto Rico has three programs that are subsidized in part by federal funds. The expansion of the Bottom Up program was achieved in part from federal funds from the Department of Federal Trade (Economic Development Administration) and the WCRP project is funded by the Federal Housing Department (CDBG-DR). In addition, FPR received funding from the Department of Federal Agriculture (USDA) for a small and medium-sized business support program in the Northwest area of Puerto Rico. All of the awarded federal funds are paid through a reimbursement process. In the case of WCRP, more than 80 percent of the funds go to communities for the development of their resilience plans.
Yes, in the 2015 Foundation for Puerto Rico received $15,000 from the Legislative Commission of Funds (Comisión de Fondos Legislativos in Spanish) for the Juntos por Puerto Rico project, due to FPR being its fiscal sponsor. However, in 2016, FPR returned the money as it was not used because the Juntos por Puerto Rico dissolved.
FPR’s Bottom Up Destination Recovery Initiative is a sustainable, economic recovery model that helps communities become more resilient and economically active through the creation of tourism services and authentic local experiences.
This 12-month community-based recovery program guides a community through immediate small business support, as well as building a community destination economic development plan. This plan helps increase local tourism offerings and foster the extension of the average length of stay. As a result, economic development in the community is improved through better commercial operations, new businesses, job creation, workforce development and a growing tax base. The FPR realized that these rural communities were being left behind. This Bottom Up Initiative links local rural communities to the broader national relief and recovery efforts. Per the approved Disaster Recovery Action Plan of the Puerto Rico Department of Housing, the Whole Community Resilience Planning Program (WCRP) will result in comprehensive community recovery plans, the benefits of which will allow communities to develop policies, planning, and management capacity that best meet their needs. The WCRP has two phases which encompass a multi-sectorial collaborative effort and will allow communities to create a resilience plan and increase local capacity in their decision-making processes for future investment opportunities. In December 2018, the Foundation for Puerto Rico signed an agreement with the PR Department of Housing to lead the administration of the Whole Community Resilience Planning Program (WCRP). This agreement allocates $37.5 million to the communities through federal Community Development Block Grant – DR (CDBG-DR) funds.
Foundation for Puerto Rico was chosen by the Puerto Rico Department of Housing as the subrecipient of the Community Service Block Grant Disaster Recovery (CBDG-DR) funds within the Action Plan approved by the Federal Department of Housing.
The process of defining the role of the subrecipient is based on federal regulations and seeks to have an entity that supports the state in both the design and implementation of the program. This entity must meet the following criteria: (1) organizational capacity for managing federal funds, (2) experience with work that aligns with program related topics, and (3) ability to achieve agile program implementation. According to federal regulations, the selection of the entity is not a competitive process, but a process that must be approved by the Department of Federal Housing.
The role of the third sector was key to Puerto Rico’s immediate support and recovery following Hurricane Maria. Today it is even more important for the reconstruction of the island. The Department of Housing decided to delegate responsibility for the design as well as to manage the implementation of the Whole Community Resilience Planning program to the Foundation for Puerto Rico, a non-profit organization, to ensure that the process is inclusive, multisectoral, agile and transparent. Most importantly, that the program maintains a focus on the communities as the core of the program – not the government. Foundation for Puerto Rico has a track record of working and collaborating with all sectors, including public, private, academia, and other nonprofit organizations.
The selection process followed all legal requirements and is in compliance with the good use of federal funds.
The Colaboratorio (“Laboratory of Collaboration”) by Foundation for Puerto Rico is a co-working space located in Ciudadela in Santurce that offers our guests over 8,700 sq ft. of space full of high-level technology. Awarded for its energy efficiency and responsible use of resources, the Colaboratorio was developed through a collaborative and inclusive process that considered international models and the needs of our organizations. Jon Borschow was born and raised in Puerto Rico. After graduating from M.I.T. with a degree in Electrical Engineering and Computer Science, Jon returned to Puerto Rico to support the growth of his family’s Health business. He led this company for the next 30 years, employing hundreds of employees during that time. In 2008, the company was acquired by Cardinal Health. Today, the company is the leading healthcare distribution company in Puerto Rico with over 500 employees – the largest distribution business in Puerto Rico. Jon remained as CEO of the Puerto Rico business until his retirement in 2011. That year, Jon founded Foundation for Puerto Rico.
Jon has also given back to the community by serving on the boards of directors of hospitals, schools, charities, religious organizations, research foundations, resident associations, and insurance companies. Among the more recent charities that Jon has chaired are the Puerto Rico chapter of The United Jewish Appeal and the Puerto Rico Holocaust Memorial.
In addition to giving his time freely to these causes, Jon has donated to various charities including La Perla de Gran Precio, a home for homeless, drug addicted women infected with AIDS and for their children. Jon is a major philanthropic giver. At MIT, he has endowed a needs-based undergraduate scholarship for students from Puerto Rico. In 2011, he expanded his relationship with MIT to include a multi-million dollar investment in the MIT Puerto Rico Economic Project to develop a new strategy for growth for Puerto Rico involving the MIT Center for International Studies, The MIT Community Laboratory, The MIT Political Science Department, the Sloan School of Management, and the Puerto Rico Center for a New Economy. In 2011, Jon established the Foundation for Puerto Rico to focus on high impact catalytic philanthropy to support these goals.
Annie Mayol is an experienced Chief Operating Officer with a demonstrated history of working in the non-profit and health care industry. She is skilled in Government Management, Healthcare, Leadership and Policy Analysis. Previously, Mayol served as Chief Administrative Office of MSO of Puerto Rico, a Medicaid and Medicare Advantage Managed Care Company, where she managed the day to day operations of one of the top health insurance companies in the island. Between 2006 and 2015, Annie Mayol was President and Founder of IMAGEN Strategies, a consulting firm focused on government relations, communications and strategy with clients from all around the world. During this period Mayol had the opportunity to train and capacitate women in the Middle East through a grant provided by the US Department of State. Mayol has also served as Chief of Staff for the Secretary of Health for the Puerto Rico Department of Health (PRDOH), and worked as Advisor on Federal Affairs and National Policy to the Governor of Puerto Rico, Hon. Luis Fortuño, during 2009 through 2010. As Advisor, Mayol oversaw all federal affairs and national issues on behalf of the Governor and supervised federal programs in the various state government agencies.
During the administration of President George W. Bush, Mrs. Mayol was appointed as Regional Political Director at the White House Office of Political Affairs, overseeing the Northeast region. In 2002, Mayol served as Director of Hispanic Outreach for the National Republican Senatorial Committee (NRSC), under then-Senator Bill Frist. Mayol provided advice to all Republican Senatorial campaigns regarding Hispanic voters and acted as the key spokesperson for the NRSC in the Hispanic media.
Annie Mayol was born and raised in Puerto Rico. She has a B.A. in Political Science from American University and a Master’s in Public Policy from the John F. Kennedy School of Government at Harvard University.
Jon Borschow is a Puerto Rican entrepreneur and philanthropist who founded Foundation for Puerto Rico (FPR) in 2011.
FPR’s mission is to develop Puerto Rico’s socio-economic potential and transform the Island into a thriving destination for the world. Borschow is currently the CEO and Chairman of the organization’s board. Borschow also served as the Chairman of the Board of Directors of Discover Puerto Rico, the non-profit Destination Marketing Organization (DMO), created to promote Puerto Rico as a destination for travel. Jon was the chairman of the DMO from its creation in 2017 until the end of 2020. Foundation for Puerto Rico retains a voting seat on the Board of Directors of the organization.
Alexandra Lúgaro is a lawyer and businesswoman born on June 10, 1981 in San Juan, Puerto Rico. She graduated from the High School of the University of Puerto Rico at the age of 15 and which time she was admitted to the Río Piedras Campus of said university, where she earned her Bachelor’s degree in Business Administration with triple concentration in Finance, Marketing and Economics and subsequently her Juris Doctor. In 2014, she completed her Masters of Laws (LL.M.) degree in Comparative Law at Universidad Complutense, Madrid, Spain.
For more than a decade she served as Executive Director of America Aponte and Associates Corp. and The Metropolitan New School of America, leading dozens of educational projects, managing succesfully over $46 million in federal and state funds and improving academic achievement in over 500 schools in Puerto Rico.
Faced with the notable deterioration in the social, economic and educational frameworks of the island, in 2016, Alexandra Lúgaro aspired to the governorship of Puerto Rico as an independent candidate, becoming the third largest political force in the territory’s history.
In 2017, she founded the School of the Future, a non-profit organization whose purpose is to offer non-traditional education aimed at the social and economic formation of those who will lead a more just, equitable and self-sustainable Puerto Rico.
During the following years, Lúgaro provided strategic business counseling to multiple companies and individuals in Puerto Rico. Later, in 2020, she became the gubernatorial candidate for Movimiento Victoria Ciudadana. Recently, Lúgaro announced her retirement from electoral politics in Puerto Rico.
With more than 7 years of experience with public policy and her background in project management and business, Lúgaro will now serve as Executive Director and Policy Leader of the Center for Strategic Innovation of Foundation for Puerto Rico.
