WCRP

As a part of the Puerto Rico Department of Housing Action Plan, Foundation for Puerto Rico designed the Whole Community Resilience Planning (WCRP) Program to provide communities in Puerto Rico the opportunity, tools, and funds necessary for creating community resilience plans. In providing for the creation of these plans, the Program aims to increase the capacity communities in Puerto Rico have for responding quickly and efficiently to any disruptive event they may face.

In accordance with the Notice of Funding Availability for the WCRP Program, eligible entities are nonprofit organizations and municipalities. If a community is not registered as a nonprofit organization and would still like to participate, they may collaborate with a registered nonprofit organization or their municipality to create a proposal. Nonprofit organizations that want to collaborate with communities will need to present an endorsement letter from the community. Later on, during the plan creation process, the organizations or municipalities working as facilitators for the community will present evidence of the community’s participation throughout the process.

It is essential to the WCRP Program that participating communities consider the tensions and impacts that may represent a vulnerability or risk from a broad holistic perspective in order to demand strategic projects that help mitigate those risks in six areas: education, health, economic development, housing, infrastructure and environment.

Interactive Maps

As a part of the WCRP Program, we have created the Interactive Social Capital Maps and the Interactive Vulnerability and Risk Maps. The fundamental purpose of these tools is to make information on characteristics and conditions in Puerto Rico more accessible to our citizens in order to support community planning efforts with the best information available.

The Interactive Social Capital Maps include several interactive maps with information on existing social assets both within and surrounding our communities in all 78 municipalities. Each individual map fosters knowledge among residents and visitors on nearby locations and initiatives in areas of health, education, safety, community, and community services.

Similarly, the Interactive Vulnerability and Risk Maps present several interactive maps that provide important information on circumstances that may represent vulnerabilities that affect communities, municipalities, and regions in Puerto Rico. Each of the six map sets displays information on one of the focus areas of economic development, education infrastructure, environment, health, and housing.

Disclaimer: This Social Capital Map (SCM) was developed in Spanish with Spanish-speaking users as the primary audience. This manual will detail usage of the tool with instructions in English, but the tool and all its data will remain in Spanish for the near future. An English version of the tool will be available at a later date.

Working Groups

Working Groups are a multisectoral and inclusive effort developed to receive important feedback and context that will contribute to the continuous development of all aspects of the Whole Community Resilience Planning Program. The Working Groups are made up of government representatives from both Puerto Rico and the United States, nonprofit organizations, trade groups and professional associations with knowledge and experience in economic development, education, infrastructure, environment, health and housing.
