naturales, culturales y econ\u00f3micos m\u00e1s valiosos del pa\u00eds, as\u00ed como una densa red de iniciativas comunitarias, empresariales y municipales. A la vez, atraviesa un escenario complejo marcado por p\u00e9rdida poblacional, altos niveles de pobreza, baja participaci\u00f3n laboral, desigualdades econ\u00f3micas y retos estructurales que se agravan por la limitada coordinaci\u00f3n entre numerosos actores clave. En este contexto, el Proyecto de la<strong><a href=\"https:\/\/foundationforpuertorico.org\/wp-content\/uploads\/2025\/11\/PC0862.pdf\"> C\u00e1mara 862 (PC 862)<\/a><\/strong> surge como una herramienta para convertir el enorme potencial de la Regi\u00f3n Este en resultados tangibles, promoviendo una estructura regional capaz de articular esfuerzos, atraer recursos y avanzar hacia un desarrollo econ\u00f3mico m\u00e1s integrado, equitativo y sostenible.<\/p><p>El <strong><a href=\"https:\/\/foundationforpuertorico.org\/wp-content\/uploads\/2025\/11\/PC0862.pdf\">PC 862<\/a><\/strong>, presentado a solicitud de Foundation for Puerto Rico, propone la creaci\u00f3n del Consejo de Desarrollo Econ\u00f3mico de la Regi\u00f3n Este (CDERE), una entidad sin fines de lucro, independiente y multisectorial, dise\u00f1ada para aportar coherencia, estabilidad y capacidad t\u00e9cnica al desarrollo econ\u00f3mico de los quince municipios que componen la regi\u00f3n.<\/p><p>La funci\u00f3n principal del CDERE es impulsar proyectos de escala regional y garantizar continuidad m\u00e1s all\u00e1 de los ciclos electorales. Se concibe como un espacio permanente de colaboraci\u00f3n con representaci\u00f3n municipal, comunitaria, empresarial, acad\u00e9mica y gubernamental, cimentada en un plan estrat\u00e9gico compartido.<\/p><p>Como peticionario del <strong><a href=\"https:\/\/foundationforpuertorico.org\/wp-content\/uploads\/2025\/11\/PC0862.pdf\">PC 862<\/a><\/strong>, Foundation for Puerto Rico ha presentado un Memorial Explicativo que detalla el contexto regional y proyectos prioritarios, incluyendo movilidad integrada, desarrollo de capital humano y apoyo a peque\u00f1as empresas, as\u00ed como un Adenda que recomienda enmiendas al proyecto. Estas recomendaciones surgen de un proceso de di\u00e1logo con alcaldes, agencias, organizaciones comunitarias, la academia y gremios del sector privado, e incorporan mayores salvaguardas de transparencia, voces adicionales en la Junta de Directores y una estructura regional basada en tres subregiones funcionales que fomentan el balance territorial y la representatividad justa. En conjunto, ambos documentos fortalecen el dise\u00f1o institucional propuesto y atienden las preocupaciones levantadas por diversos sectores.<\/p><p>El CDERE se inspira en modelos comprobados en otras jurisdicciones, particularmente los <strong><a href=\"https:\/\/www.eda.gov\/about\/economic-development-glossary\/edd\" data-wplink-edit=\"true\">Economic Development Districts de la EDA<\/a><\/strong>, adaptados cuidadosamente a las realidades y aspiraciones de la Regi\u00f3n Este de Puerto Rico. Aspiramos a que sirva como herramienta para que la Regi\u00f3n Este pueda planificar de manera estrat\u00e9gica, atraer recursos de forma m\u00e1s efectiva, evitar duplicidades, dar continuidad a proyectos esenciales y convertir sus activos en prosperidad compartida, sin comprometer la integridad ambiental ni la equidad
