At Foundation for Puerto Rico<\/a>, we firmly believe in the transformative potential of the Eastern Region. For years, we have analyzed its challenges and opportunities, identifying strategies that promote sustainable economic development, strengthen human capital, and maximize the value of its natural and cultural assets.<\/p>

As a result of this work, we proposed the creation of the Eastern Region Economic Development Council (CDERE), a nonprofit corporation that would serve as a collaborative platform between the government, municipalities, the private sector, academia, and community organizations. This vision has been formalized in House Bill 862, introduced by the Speaker of the House of Representatives<\/a>, Carlos \u201cJohnny\u201d M\u00e9ndez, at the request of our organization.<\/p>

CDERE aims to coordinate, support, and implement strategies that advance key areas for the sustainable development of the Eastern Region: mobility and transportation, the management and promotion of its natural and cultural attractions, the strengthening of human capital, and regional governance. Its creation represents a crucial step toward a more integrated and efficient governance structure, capable of aligning efforts and resources that are currently scattered across more than 50 agencies, municipalities, and entities with limited or fragmented jurisdictions.<\/p>

The vision guiding this proposal is based on the impact of the Visitor Economy<\/a> as a driver of regional development. In 2024, more than two million visitors came to the Eastern Region, generating around $1.3 billion in direct spending \u2014 17% of Puerto Rico\u2019s total visitor economy. However, we know the region\u2019s potential goes far beyond tourism: its strategic location, port assets, available land, and human talent position it to attract investment, foster innovation, and revitalize productive sectors.<\/p>

If approved, the measure would require an initial investment of $1.5 million from the Department of Economic Development and Commerce (DDEC)<\/a>, designated to establish CDERE and the Eastern Region Economic Development Fund. This investment would be just the starting point for an effort that could generate thousands of jobs and over a billion dollars in new economic activity for the island.<\/p>

At Foundation for Puerto Rico<\/a>, we continue working diligently to make this vision a reality. We are convinced that multisector collaboration is key to achieving a deep and lasting transformation in the Eastern Region\u2014one that drives prosperity, innovation, and equity for all the communities it encompasses.<\/p>
