It is important to note that Senate Bill 1337 mentions licenses with regulations at the discretion of each municipality, as well as agreements between platforms and each municipality for access to information. Such provisions could lead to the project's purpose of standardization not being fulfilled in practice and create an uneven regulatory landscape. We understand that it is essential for this legislation to allow for a single regulation and a centralized digital registration system, providing transparency. The organization has worked to promote economic development from within communities, assisting residents in leading the planning and management of their destination with multisectoral support. Over the last decade, they have designed and implemented initiatives ranging from public policy recommendations to community planning processes and training to support the sustainable development of communities and municipalities across the archipelago. As part of their initiatives, since 2016, FPR has published research aimed at providing an economic development perspective using the visitor economy as a spearhead.<\/p><p>In 2023, FPR published a study titled &#8220;<a href=\"https:\/\/foundationforpuertorico.org\/en\/housing-in-puerto-rico\/\" target=\"_blank\" rel=\"noopener\">The State of Housing in Puerto Rico<\/a>,&#8221; which showed that the challenges of housing access, often attributed to short-term rentals, are much more complex. The\u00a0<a href=\"https:\/\/foundationforpuertorico.org\/en\/housing-in-puerto-rico\/\" target=\"_blank\" rel=\"noopener\">study<\/a>\u00a0identified that rentals can increase housing prices in certain areas and communities, but proportionately, they are not the main factor in the housing shortage across our geography. The analysis establishes the factors causing this shortage and presents multidimensional solutions to increase affordable housing inventory and create more housing options for Puerto Ricans. The availability of short-term accommodation has paved the way for a strong economic recovery in economically depressed regions of Puerto Rico.
