Foundation for Puerto Rico\u00a0(FPR)\u00a0announced the development of the\u00a0<\/span>Destino\u00a0191: El\u00a0Yunque\u00a0del Caribe<\/span><\/i>\u00a0project,\u00a0an initiative co-designed with community leaders which seek to develop and implement an innovative plan to revitalize and promote Route 191 in\u00a0Cubuy,\u00a0Naguabo\u00a0as a vibrant destination that provides a second entrance to El\u00a0Yunque\u00a0National Forest.\u00a0<\/span>\u00a0<\/span><\/p>

\u201cEl\u00a0Yunque\u00a0region include the municipalities of\u00a0Can\u00f3vanas, R\u00edo Grande, Luquillo, Fajardo, Ceiba,\u00a0Naguabo, Las Piedras, Juncos\u00a0and\u00a0Humacao.\u00a0However, historically, this important landmark has been marketed from the entrance to R\u00edo Grande. <\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

With\u00a0<\/span>Destino\u00a0191<\/span><\/i>, we seek to develop Route 191 as the second official entrance to El\u00a0Yunque, one\u00a0that, due to several natural disasters including Hurricane Mar\u00eda, was left in precarious conditions. With its revitalization,\u00a0we hope to ignite an engine of economic development for the community,\u201d said\u00a0Alma Frontera,\u00a0FPR\u2019s Vice President of Operations and Programs.\u00a0<\/span>\u00a0<\/span><\/p>

The creation of this new program follows a collaborative alliance between FPR and the US Department of Agriculture (USDA) Rural Development, which secured $250,000 in funding under the Rural Placemaking Innovation Challenge\u00a0(RPIC)\u00a0to\u00a0aid\u00a0in the planning and development of destinations that help improve the social,\u00a0cultural\u00a0and economic structures of rural communities.<\/span>\u00a0<\/span><\/p>

\u201cUnder the leadership of President Biden, Vice President\u00a0Harris\u00a0and Secretary\u00a0Vilsack, USDA\u00a0is investing in ways to create quality places that attract people and jobs\u00a0to our nation\u2019s smaller municipalities and communities\u201d,\u00a0indicated\u00a0Xochitl\u00a0Torres Small,\u00a0USDA\u2019s Undersecretary for Rural Development.\u00a0\u201cAs we continue to respond to the\u00a0COVID-19\u00a0pandemic and its economic impact, USDA is focusing resources and leveraging partnerships to improve the quality of life of people in rural communities who need it most. Economic and community development strategies, such as destination development, are critical to help rural residents rebuild better, stronger and more equitable than ever before.\u201d\u00a0Meanwhile,\u00a0Luis R. Garc\u00eda,\u00a0Acting State Director for USDA Rural Development\u00a0in Puerto Rico indicated that\u00a0\u201cthe Agency is\u00a0committed\u00a0to community development and will serve as a facilitating agent in the project.\u201d\u00a0<\/span>\u00a0<\/span><\/p>

An integral part of\u00a0Destino\u00a0191 is the collaboration with the community in the development and implementation of the revitalization plans for the area.\u00a0This collaboration began in 2020, when the\u00a0Bottom Up\u00a0Destination Recovery Initiative\u00a0team spent six months with the community to identify areas of opportunity in the region as part of the development of a destination plan.<\/span>\u00a0<\/span><\/p>

Together with community leaders, Route 191 was identified as\u00a0an asset\u00a0with great economic potential.\u00a0\u201cThis road which begins here in\u00a0Naguabo\u00a0is the place where people can come to enjoy and invest, but not from the model that displaces the local, but from the model that makes the local part of the project. When Foundation for Puerto Rico came and\u00a0asked\u00a0us what to develop in this area, the concept was there:\u00a0Destino\u00a0191. We want to let Puerto Rico and the world know that we have an offer we need to communicate so that others can enjoy and help promote the area, thus\u00a0improving\u00a0the quality of\u00a0life\u00a0and economic development of the\u00a0Cubuy\u00a0area\u201d,\u00a0voiced<\/span>\u00a0<\/span><\/b>Mariny\u00a0V\u00e1zquez Maldonado,\u00a0leader of the\u00a0Movimiento\u00a0Naguabo\u00a0Somos\u00a0Todos.\u00a0<\/span>\u00a0<\/span><\/p>

The region of\u00a0El\u00a0Yunque\u00a0serves as an important economic engine, representing 20% of visitor activity around the island, and receiving about\u00a01.2\u00a0million visitors annually (prior to the\u00a0COVID-19\u00a0pandemic).<\/span>\u00a0<\/span><\/p>

Naguabo\u00a0is a rural community facing diverse challenges, with a population of\u00a026,075,\u00a0in which\u00a040.7%\u00a0live below poverty line\u00a0and a per capita income of\u00a0$9,283.\u00a0As part of\u00a0Destino\u00a0191,\u00a0FPR\u00a0will provide technical assistance and training to co-design a plan with viable strategies that capitalize on existing assets and local community capacity, events and revitalization efforts that contribute to the social and economic well-being of the region.\u00a0Specifically, this multi-sector project will engage residents, small and medium-sized business owners, community organizations, state government agencies, including the Department of Natural Resources, the\u00a0municipality\u00a0and federal agencies, for the development of Route\u00a0191 (\u201cDestino\u00a0191\u201d).\u00a0The program\u2019s implementation period will extend for\u00a024\u00a0months,\u00a0ending on September\u00a030,\u00a02023.\u00a0<\/span>\u00a0<\/span><\/p>

\u201cCubuy\u00a0has tremendous potential to develop community-led tourism experiences through business innovation with the senior population, the co-management of the R\u00edo\u00a0Sabana\u00a0Recreation Area and the revitalization of the spaces along the\u00a0Route 191\u00a0in\u00a0Naguabo,\u00a0which we want to promote as \u2018Destino\u00a0191:\u00a0El\u00a0Yunque\u00a0del Caribe\u2019.\u00a0We hope to continue working for the sustainable development of our community of\u00a0Cubuy\u00a0with the collaboration of entities such as the USDA\u2019s Rural Development Office, Foundation for Puerto Rico and the RPIC project,\u00a0among other efforts and participants\u201d,\u00a0added\u00a0V\u00e1zquez Maldonado.\u00a0<\/span>\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t
