country, as well as a dense network of community-based, entrepreneurial, and municipal initiatives. Yet, it also faces a complex landscape marked by population loss, high poverty levels, low labor-force participation, economic inequalities, and structural challenges that are exacerbated by limited coordination among numerous key stakeholders. In this context, <strong><a href=\"https:\/\/foundationforpuertorico.org\/wp-content\/uploads\/2025\/11\/PC0862.pdf\">House Bill 862 (PC 862 by its Spanish acronym)<\/a><\/strong> emerges as a tool to turn the region\u2019s tremendous potential into tangible results by establishing a regional structure capable of aligning efforts, attracting resources, and advancing toward a more integrated, equitable, and sustainable model of economic development.<\/span><\/p><p><strong><a href=\"https:\/\/foundationforpuertorico.org\/wp-content\/uploads\/2025\/11\/PC0862.pdf\">PC 862<\/a><\/strong>, filed at the request of Foundation for Puerto Rico, proposes the creation of the Eastern Region Economic Development Council (CDERE by its Spanish acronym), an independent, multisector, nonprofit entity designed to bring coherence, stability, and technical capacity to the economic development of the region\u2019s fifteen municipalities.<\/p><p>CDERE\u2019s principal function is to drive region-scale projects and ensure continuity beyond<br \/>electoral cycles. It is envisioned as a permanent collaborative forum with municipal, community, business, academic, and government representation, grounded in a shared<br \/>strategic plan.<\/p><p>As petitioner of <strong><a href=\"https:\/\/foundationforpuertorico.org\/wp-content\/uploads\/2025\/11\/PC0862.pdf\">PC 862<\/a><\/strong>, Foundation for Puerto Rico has submitted an Explanatory Memorandum outlining the regional context and priority projects, including integrated mobility, human-capital development, and small-business support, as well as an Addendum recommending amendments to the bill. These recommendations arise from a dialogue process with mayors, agencies, community organizations, academia, and private-sector associations, and incorporate stronger transparency safeguards, additional voices on the Board of Directors, and a regional structure organized into three functional subregions to promote territorial balance and fair representation. Together, both documents strengthen the institutional design and respond to the concerns raised by diverse stakeholders.<\/p><p>The CDERE draws on proven models in other jurisdictions, particularly the <strong><a href=\"https:\/\/www.eda.gov\/about\/economic-development-glossary\/edd\">Economic Development Districts of the U.S. Economic Development Administration (EDA)<\/a><\/strong>, carefully adapted to the realities and aspirations of Puerto Rico\u2019s Eastern Region. Our aspiration is for it to serve as a tool that enables the region to plan strategically, attract resources more effectively, avoid duplication, ensure continuity of essential projects, and transform
